Can an ACL tear be fully fixed with physiotherapy, or is surgery the only permanent solution?

I injured my knee six months ago and have been undergoing physiotherapy for an ACL tear. My knee still gives way sometimes. Is surgery the only permanent solution, or can structured rehab fix it without surgery?

If the knee continues to give way despite structured rehabilitation, surgery is usually recommended for permanent stability.
