Is a soft lump on the back of the neck a lipoma?

I have developed a round lump on the back of my neck, just below the hairline. It looks slightly raised and feels soft, and I’ve started noticing it more recently, especially when I touch or move my neck. It’s not very painful, but it does feel uncomfortable at times and looks odd. Could this be a lipoma or something else? And if it is a lipoma, is it safe to remove it from this area without affecting nearby muscles or movement?
