Is breast lift alone enough after significant weight loss?

My friend lost around 15 kg and her breasts have become very saggy, but she doesn't want a much bigger size. Would a breast lift be enough or is augmentation also sometimes needed?

If volume is not a concern and just saginess is a concern then mastopexy will suffice but however it can be confirmed on proper physical examination.
