Is large chest with discomfort and loose skin a severe case of gynecomastia?

My chest has become very large and sometimes it feels uncomfortable when I’m walking, exercising or doing normal activities . I am also not comfortable with how it looks and avoid going shirtless. Is this a severe case of gynecomastia, and can surgery remove the extra tissue and loose skin?

By the image , it looks like grade 3 gynecomastia, surgery is the only option to get proper result.
There are 4 grades of Gynaecomastia. 1-4. It is based on extra redundant skin.This seems to be Grade 3 Gynaecomastia. Can be corrected by surgery
