Can surgery permanently fix enlarged chest in gynecomastia?

My chest has become quite enlarged, and sometimes it feels uncomfortable while walking, exercising, or even during normal activities. I also feel very conscious about how it looks and avoid situations like going shirtless. Is this gynecomastia, and can surgery permanently fix it?
