A hydrocele is a condition in males in which fluid gets accumulated in the scrotum which causes swelling in the scrotum. Nearly 10 percent (one in every ten) male infants suffer from congenital hydrocele. Baby boys may develop hydroceles due to abnormal development of the scrotal region in the gestation period. Whereas, older boys and men may get hydrocele due to an injury, inflammation or trauma. 

Hydroceles may or may not be accompanied by hernia. An inguinal hernia is a condition in which a small part of the bowel membranes drops into the scrotum with the testicles. Hydroceles with a hernia may develop when the opening between the scrotum and the abdomen stay open even after birth. Due to this, a weak area develops in the groin.
